Job Title: Monitoring, Evaluation, Research and Learning (MERL) Manager

Key Duties and Responsibilities

Project Monitoring and Evaluation

  • Develop M&E plans including indicators, targets and narratives.
  • Assist with or lead designing and testing data collection tools, systems, and data bases.
  • Write and/or review project quarterly and annual reports.
  • Design results frameworks, logic models, results chains, theories of change and other graphic representations for existing projects and proposals.
  • Prepare graphs, tables, diagrams and other data visualization products using Tableau or similar software.
  • Conduct or support data quality assessments.
  • Assist in preparing the Quarterly Performance Review, including the collection, entry and analysis of project quarterly data and preparing presentations.
  • Support the preparation and submission of project data to the Development Data Library at end of project.
    Participate in evaluation report writing, data visualization and planning for use and dissemination of evaluation findings among multiple stakeholders.
  • Contribute M&E components for proposals.

 

Research

  • Design, manage, lead and/or support quantitative, qualitative and/or mixed methods research activities for baseline assessments, special studies, operations research, etc.
  • Tasks include:
    ◦ Developing, executing and/or managing evaluation activities
    ◦ Designing study TORs including objectives, methods, sampling, procedures, instruments, consent forms, Gant charts, etc.
    ◦ Leading or participating in field work
    ◦ Managing budgets
    ◦ Analyzing data – qualitative and/or quantitative
    ◦ Writing reports

Learning

  • Support project teams to develop learning plans
  • Assist Creative Youth Agency to design and write learning products such as technical briefs, blogs, and fact sheets
  • Support the writing of articles publication, and the preparation of conference presentations and posters
    Qualifications
  • Assistant Level: Bachelor’s or Master’s in social science, international development, evaluation studies, or other relevant discipline with 2-3 years of M&E

 

Experience

  • Mid-level: Master’s, with a minimum of 3-5 years’ experience. Bachelors considered with 5 years experience
  • Senior Level: Master’s or PhD with 5+ years of experience
    Skills should include one or more of the following:
  • Strong technical skills including ability to process and analyze data using one or more statistical and/or qualitative software packages, e.g. SPSS, Epi-info, Stata, MS Access, NVivo, ATLAS. ti, Dedoose, etc. .
  • Experience with Management information systems (MIS) and/or mobile data collection tools and platforms (preferred)
  • Proven ability to present information in user-friendly formats (required)
  • Advanced computer skills, with proficiency in using Microsoft Office suite applications, e.g. Word, Outlook, and Excel (required)
  • Excellent oral and written communication skills
  • English proficiency is required and proficiency in another language is highly desirable
